The pod in File::Spec::Cygwin 3.56_02 says
file_name_is_absolute
True is returned if the file name begins with "drive_letter:",
...
but from the code I take it "drive_letter:/" and "drive_letter:\" are
the absolute forms meant there, not anything beginning "drive_letter:".
