Subject: Make deprecation more visible

I discovered that Net::Packet was replaced by Net::Frame only after its installation.

It would be helpful to make that deprecation more visible:
- use Maintainer's notes on rt.cpan.org: http://blogs.perl.org/users/dolmen/2014/04/maintainers-notes-on-rtcpanorg.html
- use x_deprecated in META: http://www.neilb.org/2015/01/17/deprecated-metadata.html
- document the deprecation in all POD pages
