Subject: incorrect value for dynamic_config
as discussed in https://github.com/miyagawa/cpanminus/pull/467 and on #toolchain -- the meta-v1.4 meaning of dynamic_config is not the same as in meta-v2. The easiest solution is just to re-release with [MetaJSON], which is in your plugin bundle.

I don't have a repo for it anymore, I just used a copy from Adam's SVN to ship a quick fix. I'm almost tempted to re-release it with META.json and dynamic_config = 0, as that's correct under Meta 2 semantics. I have no plan to do any work to address this issue.
