Looking at https://metacpan.org/source/CLKAO/Finance-TW-TAIFEX-0.39/Makefile.PL there seems to be an attempt to decide whether MooseX::* or MouseX::* stuff should be used. Currently this seems to fail most of the time, see http://matrix.cpantesters.org/?dist=Finance-TW-TAIFEX%200.39;reports=1#sl=7,1 for a datetime-sorted list of test reports.

I would suggest switching to Moo. Any::Moose is deprecated and should no longer be used.
