if the .pause file is missing (and no PAUSE id was provided in dist.ini), this plugin should simply warn noisily that it cannot do its job, rather than actually failing, so as to still allow the distribution to be built.
I'd be happy to work on this if you give me comaint -- I see you provide for this possibility in your COVENANT file in the distribution.
