http://analysis.cpantesters.org/solved?distv=Catalyst-Plugin-MessageStack-0.03 suggests that the reason is possibly a change in Catalyst 5.90070 --- there are only fail reports with this and later versions of Catalyst, and only pass reports with earlier versions.
