Then design something for cpantesters to deal with abusive insane modules. CPANReporter has default limit of 1000KB per report https://metacpan.org/source/DAGOLDEN/CPAN-Reporter-1.2015/lib/CPAN/Reporter.pm#L26 . Rejecting this ticket.
