Subject: unnecessary prereq?
There is a configure-requires prerequisite listed for Perl::osnames, but this does not seem to be used in Makefile.PL nor anywhere else in the distribution.

You're correct. This prereq is added by my dzil plugin: Dist::Zilla::Plugin::GenShellCompletion used to build my dists. This plugin adds bits to Makefile.PL to activate shell completion for scripts. But this should only be done when there are scripts in the dist, instead of always. I've released a fix to the plugin and will re-release the many affected dists[1] in time. Thanks.
