CPAN::Reporter has a history of sent reports (usually in ~/.cpanreporter/reports-sent.db) which is used to avoid sending reports of already tested distributions with the same result. This is useful to not overflow the metabase database. Looking at report lists like http://matrix.cpantesters.org/?dist=Mojolicious-Plugin-Util-Endpoint%200.16;reports=1 it seems that App-cpanminus-reporter does not have this feature, but it should.

It does now :) cpanm-repoter 0.13 now reads & records submission history exactly like CPAN::Reporter and skips all duplicates (unless you force it with --skip-history). It even works cross-modules, meaning if you submit a report using cpan + cpan::reporter and then reinstall it using cpanm+cpanm-reporter (or the other way around), the duplicates will not be sent. Thanks for submitting the issue!
