Andreas, thank you for taking the time to make this analysis.
As a result of all the activity around the CPAN Pull Request Challenge,
I inquired as to what would make my distros eligible for the challenge.
I was told that I had to put all this new-fangled metadata into my
Makefile.PLs. So I've been gradually doing that and touching up some of
those distros at the same time -- in many cases, for the purpose of
responding failures reported by CPANtesters that I don't get locally. I
saw the failure reports for ExtUtils-ModuleMaker and made a mental note
to examine them this weekend.
