Subject: Missing prerequisites
It seems that CGI::Application::Plugin::LogDispatch is not declared as a prerequisite, or maybe it's optional, but it's not skipped in the test suite. See http://matrix.cpantesters.org/?dist=CGI-Application-Plugin-WSSE for a pass/fail overview.
