A sample fail report from a debian system with LC_ALL set to de_DE.UTF-8: http://www.cpantesters.org/cpan/report/59b96c06-be53-11e4-b976-549be0bfc7aa The test suite is fine on the same system if LC_ALL=C is set.

Thanks for the feedback. I've resubmitted as Time-Zone-Olson v0.02 with an attempted fix for this issue.
