The test doesn't normally use pinentry; there must be something strange about your configuration. Do you still get the error if you do GPG_AGENT_INFO= cpanm Dist::Zilla::Plugin::Git Are there any other GPG-related environment variables set?

MooseX-Types-LogAny % env | grep -i gpg slave-vi MooseX-Types-LogAny % ps -ef | grep gpg slave-vi xenoter+ 20215 1 0 00:21 ? 00:00:00 gpg-agent --homedir /tmp/vcO7HIGvdl -- use-standard-socket --daemon maybe the daemon is started by keychain, or MooseX-Types-LogAny % ps -ef | grep gpg slave-vi xenoter+ 20330 14921 0 00:22 pts/2 00:00:00 grep gpg rather strangely it goes away seconds later... maybe it's started by the test itself... though don't know why it takes so long to close if that's the case... Arch use GPG for package signing, so I assume they have it configured but I don't have it configured for my user.
