Subject: META.json shoulc be created with v2-compliant data
Currently MI only creates META.yml, in v1.4 format, so all v2 metadata (e.g. proper test-requires in prereqs) is missing. MI should treat metadata as v2 natively, as EUMM does, and create a META.json file.
