Subject: prereqs: test-recommends Test::Pod::Coverage
There are test-recommends prereqs on Test::CPAN:: and Test::Pod::* - these should be in develop-requires only, and the tests moved to xt/ or guarded with AUTHOR_TESTING.

This isn't a bug, and the tests are protected from regular user installs. I do, however, want to test them with different POD module installs via CPAN Testers systems.
