Subject: new metric idea: declare x_authority
I'll sketch out some pseudocode later (or maybe code it up) - this is just to get the idea recorded -- Whenever a module/dist has more than one maintainer in the PAUSE database, there should be x_authority metadata on the distribution declaring who has authority. http://jawnsy.wordpress.com/2011/02/20/what-is-x_authority

Probably this should be implemented in Module::CPANTS::SiteKwalitee::Permissions because it requires extra stuff (06perms). +1 for the idea :)
