Remove "use" statements from Makefile.PL

The three "use" statements starting from https://metacpan.org/source/DBOURGET/Biblio-Citation-Compare-0.22/Makefile.PL#L5 prevent automatic installation with CPAN.pm and similar clients, and are not needed anyway. Specifying the required modules in PREREQ_PM is enough. So best to remove these "use" statements.
