Subject: Test fails if CGI::Cookie is not installed
See http://www.cpantesters.org/cpan/report/372f3df2-7d4c-11e4-8d0c-69a252b25338 for a sample fail report. It seems that CGI::Cookie has to be declared as a prerequisite, especially for newer perl versions where CGI.pm is not anymore part of the core distribution.
