Subject: documentation bug
The POD (in the UPGRADING section) says "If you are upgrading from 0.03_01 or earlier, you must run rt-upgrade-merged-users." - however, AFAICT there is no 'rt-upgrade-merged-users' in the distro. I am guessing the text was intended to refer to 'rt-update-merged-users'.
